Julianne Dunbar

Senior General Counsel & Director General, Military Police Complaints Commission of Canada

Julianne C. Dunbar is the Senior General Counsel and Director General of the Military Police Complaints Commission of Canada (MPCC), a role she has held since 2017. She is responsible for the Commission’s overall management, including Operations and Corporate Services, as well as overseeing complaint reviews, interference investigations, and public interest hearings. Julianne joined the MPCC in 2001, serving as Legal Counsel, Senior Counsel, and General Counsel before her current appointment.

Earlier in her career, Ms. Dunbar was Legal Counsel and Internal Affairs prosecutor with the RCMP and began her legal practice as a criminal defence lawyer in Ottawa. A graduate of the University of Ottawa (BSS in Criminology and LLB, both magna cum laude), she was called to the Ontario Bar in 1997.

Ms. Dunbar has contributed extensively to her community and profession, including service on the Executive of the Canadian Bar Association’s National Military Law Section, the Community Advisory Board of the Ottawa-Carleton Detention Centre, and the Boards of Crime Prevention Ottawa and the International Commission of Jurists (Canada Section). In recognition of her leadership and public service, she was awarded the King Charles III Coronation Medal in 2025.
