 Sylvain Souligny is the Associate Vice President, Human Resources, University of Ottawa. He is a results-driven senior executive with a strong focus on management, innovation, and service impact. Prior to joining the University of Ottawa, Mr. Souligny worked in several executive HR roles with the Government of Canada, including at Indigenous Services Canada, Treasury Board Secretariat, and at the Canadian Food Inspection Agency (CFIA), 

 Mr. Souligny is known for leading major transformation initiatives across regulatory, academic, and corporate sectors, with a track record of advancing national strategies, modernizing policy, improving performance, and enhancing digital services. He has also been recognized for fostering collaboration, trust, and shared purpose to deliver measurable, lasting change in areas such as public safety, Reconciliation, and internal transformation.
